Criteria to which theses have to answer: scientific incompetence or deliberate deception?
Аннотация: статья посвящена проблеме толкования п. 7 действующего Положения о порядке присуждения учёных степеней в Российской Федерации и практике его применения. Сделан вывод о том, что результаты диссертации не могут и не должны соответствовать указанным критериям.

Summary: article is devoted to a problem of interpretation of item 7 of operating Provision on an order of award of scientific degrees in the Russian Federation and practice of its application. The conclusion that results of the thesis can't is drawn and shouldn't correspond to criteria.
